Bcd325p2 programming

Im programming a BCD325P2, and i was wondering if i need to program every frequency listed for the broadcast side, or if i only need to program the control channels. The trunking site i am interested in has twenty frequencies, and four of them are control channel capable. I programmed the four control channels, and it seems to work just fine.
