Both Chaos Blade and Blacksteel have S rank scaling, with Blacksteel scaling slightly better (30 more AR @ 65 Dex) but Chaos Blade has 60 more base AR, higher counter-damage, range, durability, and lower weight. Even at 99 Dex, Chaos Blade will still be slightly preferable due to the higher counter-damage and range.
